She was born in Parkersburg, a daughter of the late Roy E. Hoyler Sr. and Beulah F. (Deem) Hoyler.

Norma was a homemaker and a veteran of the U. S. Air Force. She was a member of the Parkersburg American Legion Post 15 Auxiliary and a past commander of the St. Charles, Mo., American Legion Post 312. She was also a life member of the Marietta VFW Auxiliary Post 2612. Norma was a 1949 PHS graduate, an avid Mountaineer fan and St. Louis Cardinal fan.

Surviving is a daughter, Debra Blackwell and husband, Terje, of Belpre; son, Robert Vail III and wife, Carol, of Titusville, Fla; four grandchildren, Robert Vail IV, Dakota Vail, Marc Reeder and Jennifer Koon; five great-grandchildren, Cody and Corey Koon, Joshua and Haley Koon and Micheal Reeder; and three sisters, Billie Hall of O'Fallon, Mo., Mary Wiggins of Belpre and Vivian Long of Parkersburg.

In addition to her parents, she was preceded in death by her husband, Robert Vail Jr. in 1991; and brother, Roy Hoyler Jr.

Funeral services will be 11 a.m. Wednesday at the Leavitt Funeral Home, Parkersburg, with Pastor Mark Watkins officiating. Interment will follow at Sunset Memory Gardens with full military honors provided by American Legion Post 15. Visitation will be from 6-9 p.m. Tuesday and one hour prior to services Wednesday at the funeral home.
